For spinning- Mitchell Avocet ($34.99) or a Mitchell 308 Xe (Walmart-$39.99). The Mitchell 300 Series reels are decent inexpensive reels. Obviously, at the $39 price point, it won’t be as durable or smooth as a $100 + reel, but if taken care of, could last quite some time. Go to http://www.basspro.com to read reviews on the Mitchell 300 Xe. (Honestly- The Pflueger President Reel is twice as nice as the Mitchell 300 Xe but is a bit out of your requested price range at $49-$59. You may want to check them out as well.)

For baitcasting- Baitcasters in that price range will be horrible to cast and have the durability of tin foil. The least expensive BC worth owning would be in the $50 range. Such as:

1. Daiwa Procaster Tournament PT100-6 BI- ($49)

2. Abu Garcia Black Max- ($49)

Reels cheaper than these two would be a mistake to purchase.
